feat(server): 消息中心告警优化

背景：
  消息中心的异常拦截器未生效导致业务异常告警等为ERROR

修改：
  简单处理的方案：在相关的接口层去try-catch异常，并转为正常的数据模型

影响：
  1、获取验证码状态接口
  2、发送短信接口
